1130 host 'localhost' is not allowed to connect to this mysql server

Hi everyone. Does anyone know how to resolve the error "1130 host 'localhost' is not allowed to connect to this mysql server". I get it when I click on manage MySQL on MyPHPAdmin.
I googled and tried everything to no avail, its been 3 days now. Please help.

The issue is probably something to do with the root user / password setup.

Try and reset the root password.

If you cannot sort it out -

Backup your data, uninstall mySQL etc, and re-install.
