Im finding it difficult to make sense of /interpret this 'question'.

In an ideal (database design) world, the level of desired granularity is determined at the
design or at the requirements gathering phase.

b) conceptual
c) functional

if that is the case, then the answer options should be (I presume)
a) design phase
b) requirements gathering phase

Interpretation 2

A statement is being made instead of a question being asked.
If so, then what would be the question to those answer options?

Can someone please shed some light on this?

What did you conclude about this question? It also seems like a statement and not a question to me.

Should the question read

In an ideal (database design) world, the level of desired granularity of what, is determined at the design or at the requirements gathering phase?

This question is just way too weird for me. I found P260 the green note section which has the exact question but it does give any indication of the answer should be.
