Question - website intention

just a silly question....

Will this website be available for students to registrer themselves or is it intended to be an intranet site on which call center operators register students and lecturers manage available courses?
I need to know this as it would have a big influence on all of the sites functionality.

The student and a call center operator can register a student. A lecturer (or any admin officer) can manage the courses.

don't know if i have it all wrong, but on my index page, i have a login form for administrators, only if the login is successful, the links to the management pages are displayed. Then i have a "register for a course" link for the student/center operator. ?
