It would appear that there is a holiday within the question:

Looking at the Design Mod B activity, it does not contain any float, as this would be our critical path, and with a 12 day duration. But the following activity (Check Designs) 's earliest start date is on day 17. It therefore appears that we have a 4 day compulsary sabbatical in our schedule?

The schedule only starts on day 5. This is only a part of the overall project, according to the question.
