for this question:

Anna – Analyse existing systems (2 weeks)
Bennie – Obtain user requirements (3 weeks
Connie – Plan office layout (3, 5 weeks)
Pieter – Issue tender (4, 5 weeks)

(Note: the weeks in brackets denote the scheduled time within which the project is to be completed.)

is it correct to interpret it as:

Anna week 1 -> week 2
Bennie week 1 -> week 3
Connie week 3 -> week 5
Pieter week 4 -> week 5

in other words pieter start work at week 4 and plans to complete at week 5?

OR

Does it mean that the original planned END dates are:

Anna week 2
Bennie week 3
Connie week 3.5 thus middle of wednesday of week 3 ???
Pieter week 4.5 thus middle of wednesday of week 4 ???

please help, i'm going out of my mind trying to figure out what this actually refers too!
