I read 1NF again. p251-254.

One condition for 1NF is no repeating groups. (Table 7.2 p251)
The figure 7.2 is in 1NF but still contains the repeating groups. Only thing I see is the NULLS have been eliminated.

So the characteristics of 1NF should rather be eliminate NULLS and identify PK.
That is what the NOTE at the bottom of p254 eludes to.
