I'm struggling with the following question (problem set question 5 on page 363):
Should C's assigning operations (for example, +=) be included in other languages (that do not already have them)? Why or why not?

Any thoughts on this q would be appreciated.

The question is asking whether compound operations should be included in languages that do not already have them? Why(Discuss the advantages of compond operatios) or why not(Discuss the disadvantages of compound operations)?

Its syntactic sugar that allows more terse expressions. However they have side effects sometimes that are unexpected.
