With regard to quantified statements, is it possible to say that the opposite of ‘true for all’ is ‘false for at least one’? Illustrate your reasoning with some examples.

Yes that is correct.

All mammals give birth to live young. = True for all. And to give the opposite would be "At least 1 does not birth live young".
