The registration fee goes to the domain registrar and another portion to the ISP.
Certain ISP’s provide free domain name registration with the option that you should use some of their other products, e.g. web hosting, as well.

The registration fee goes to the domain name registration company where the domain name was registered.
ISP's varies, some provide free registration whereas others charge a fee for the registration, however there is always a annual renewal fee to keep the domain. This fee varies between different domain name registration companies.

To register a .co.za, costs are as follows:
Registration fee - R 249.00 once off
Annual Renewal - R 100.00 per annum

To register a .com, costs are as follows:
Registration fee - R 350.00 once off
Annual Renewal - $ 30.00 per annum

.net $70 for 2 years
.org $249 for 10 years

Network Solutions provide free domain name registration services and domain.com Provides free domain name for a year

The registration fee goes to CANN
ICANN in an International organization that is responsible for assigning and managing domain names....etc...
(only the registration FEE is what goes to ICANN. The money that customer pays goes to both ICANN and the domain name registration service that we use

Every domain registration is definitely different and it seems that local web hosts fees are quite higher in comparison to the rest of the world.

The registration fee goes to the company providing the hosting service.

Some ISP's provide a free domain name registration service (e.g. www.globat.com) provided they take a hosting plan option and pay the annual fees.

The cheapest domain names I found were at Godaddy.com. For example a .com domain costs $9.99 with Godaddy compared to $35 with Register.com for a 1 year registration period.
Domain names can be registered for as little as $1.99 if other products are purchased, eg. hosting.

This fee goes to the domain registration service. In addition, a mandatory fee of 20c per domain name registration year goes to ICANN (Internet Corporation for Assigned Names and Numbers) for .com,.net,.org,.biz,.info,.jobs,.name,.mobi and .asia domain names.
