The imported style is considered more local than the linked style sheet because it is an embedded style.
The style in the linked style sheet would display because it takes precedence over the rule imported from within the linked style sheet.

Assistance please... I am unable to complete activity 2-7.
Not sure what I'm missing here but I cannot seem to understand what the problem is.

Please can someone let me know how they completed this activity.

The instructions state, open each news page in your text editor and in each page's embedded style sheet, enter the following code @import "news.css"...?

Re Eva comment - the instruction is correct, if a bit confusing:
1. Make sure you have a CSS file with name news.css in the folder that contains the rule as given in 1. ie
Language: HTML
p { font size: 14px }

Then in the news page, for example world.html include the following additon between existing CSS reference and header close:
Language: HTML
<style type="text/css"> <!--   @import "news.css"; --> </style> was there </head>

This worked for me.
